Why won't my Net book connect to the Internet with my IP?

I bought a Net Book a little while ago and it worked fin but pur old modem got "fried" by a power surge and we had to get a new one (not same kind, although same provider) and I know it's my modem it can't connect to because it can connect threw my phones wifi hotspot, it's sending my phone bill threw the roof tho. It's an acer aspire one. With windows 7
