why wont my htc dream vibrate when i receive sms messages?

Like i said above everytime i receive a message my phone does not vibrate. I have it checked off in the settings. Am i doing something wrong?
 
I do not have the dream phone, but I had the same type of problem with an old cell phone. Some phones just do not have that option. What I had to do with my old phone was I could either make it have sound OR vibrate. never both. how I made it vibrate was under
-"tools and settings"
go to-"volume"
then to-"messages"
set to-"vibrate"
