Why won't my chevy 350 rev past 3000 rpms?

Silverado/ 95/ 350 I have to push the gas pedal to start it. When the rpms reach 3k, it drops and the motor shuts down. The transmission is stuck in 3rd gear. The crank pulley seems to be 'wobbly' and not turning smoothly like my 93 suburban. I have replaced the fuel pump, EGR valve, and tuned it up. HELP Thanks
