why won't my bluetooth on my cell phone let me send files to another phone?

other people can send stuff via bluetooth but when i try to send a file or anything to theres it says connection failed...everytime!..

i checked to make sure there phone settings were right and they were but i don't understand why i can receive stuff from another phone but not send stuff..?
its a pantech impact
