Why wont my 91 honda civic hatch start?

I have already replaced my fuel filter, fuel strainer, fuel pump, distributor cap, and ignition coil. and my car still wont start. It sounds like it wants to start it makes the sound and everything it just wont start. I check the lines going to my fuel filter and there seems to be no fuel. Does anyone know what the problem is and how I fix it.? Thanks and yes i have check to see if there is spark and I do have spark
also i have already checked the fuses and the relays and they are all ok.
the power to the pump is working as well. This is how it happened at first i was going on the freeway in 3rd gear and then i switched to 4th but it didnt seem like it was getting any gas, i thought i might have switched gears to early so i put it back in 3rd and the same thing happened. so then i switched it into neutral, turned off my car and rolled to the side of the freeway. after that i just checked my oil and it was fine so then i tried starting my car again. it wouldnt start. I dont know if this matters but right before that i had just pump gas and i think i remember my car was making some weird noise but i dont remember what it sounded like. might have been some kind of metal clinking but i dont remember. I have checked my ECU for error codes but none are present.
