Why won't my 82' Mazda RX-7 charge the battery?

I've taken the battery and alternator to two retail stores (NAPA, AutoZone) and a shop to be tested, and they are both in excellent working order.
The voltage regulator is internal on the alternator, so it's not that, and the terminals on the battery have been brushed down and cleaned.

Why won't it charge the battery?

Either too much resistance between the alternator and battery (poor earth maybe?) or something else is draining the battery. Is it worse in wet weather? Water in the electrics can cause enough of a short to drain the battery without blowing a fuse.
