why won't my 1991 chrysler new yorker fifth avenue not start?

i have a 1991 chrysler new yorker fifth avenue that won't start. it was running fine and my uncle was looking for a key on wire to wire the fan to because it was not working so it was overheating.anyways so he found a wire hooked in to it and since then the car won't start.i have tried the lock and unlock thing and i have tried replacing the fuel pump. the door locks and horn won't work and it will crank for days but will not turn over.
 
Fan stopped running, I have seen this time and time again from either a burned fusible link or bad relay, I can't count the number. Don't wire the fan to run constantly, it will just fail and cost you even more money. Likely your uncle cut into the wrong circuit, have him undo the "repair" and then check the fusible links at the drivers side strut tower, near the master cylinder. I bet you will find a burned thru fuse link, gently twist each one if one is burned, you will either see it clearly or notice it is soft or extremely pliable, If all are good test the relay for power and ground signal, .
