Why wont Mods work for GTA: SA PC?

I use IMG tool 2.0 I extract the 2 files like txd and the other one to back it up then I replace the old files with the new files I no there new because more KB. I rebulid the archive load the game and the thing I was replacing was a gun, the gun didnt replace it's the same one. I go back into IMG tool and it's the new files yet it never replaced wtf?

Whats the problem?

Did I forget something?
