I'm going to give you some help here, but be sure to pay close attention...
close the application and all other open applications
open up a finder window and select the hard drive under devices
click on users
click on the user with the house
click on library
click on preferences
in the list that comes up under preferences, find the one that says com.apple.(ICQ-or something similar).plist and delete it
restart
reload ICQ/login
try now
