Why won't a month old wound heal?

Hello, So I had what I thought was a splinter in my left forefinger, so I thought I got it all out. After a couple of days it seemed to still have a small piece so I picked at it with a needle but did not get anything out. Since then, I have had a sore manifest itself. It won't really heal and now it looks like a circle with a little red "something" in the middle. The "something" looks sorta like a very bright red pimento. The skin around it is white.when I apply pressure, ie. a bandaid. it just stays moist. doesn't heal. when i try to air dry - the red part pops out ever so much and if i bang it at all (clumsy me) it gushes blood for every until i put a bandaid on again. This has been an issue for about 4 weeks, and Alcohol, witch hazel, perozide also does nothing to help heal. I dont have diabetes. I have many bruises all over. but even if I was anemic, my other wounds wouldn't heal either, but they do (like cutting my leg shaving... heals quickly) Help! No health insurance and I would hate to spend a hundred bucks for them to say "use antibiotics and come back in a week if it hasn't healed"
