...union they VOLUNTARILY belong? for two reasons firstly, the constitution that they agreed to doesn't allow a succession and secondly, when they joined they were independent states when they joined, however the moment they joined the independent state disappeared forever and they became part of the usa. So there is no longer a independent state to succeed
