Basically they had to pick somewhere for her to be from. I don't know but my guess is that someone the scriptwriter or director knows comes from there.
Why change the location and nationality of the character? Probably just to improve its appeal to the US market. Maybe they just really wanted Dakota Fanning to provide the voice and maybe she can't do a realistic english accent. In the end it doesn't really matter as long as the end product is good.
