Why the small grow area for the california marijuana ballot?

so i just saw the ballot to make marijuana recreational in california, but why the 25 ft grow area, i read that if it passes the government can sell it, did they make the 25ft (which is significantly regulates the amount you can posses in comparison to now, Oakland allows 20 plants outdoor with no grow area limit) so with the small grow area and the ability for the government to profit significantly off of it, did the government make the small grow area to take the business for themselves? I support the legalization of it but not at the expense of allowing these sleazy vampires i mean politicians to take a shit on the citizens of this country
