Why the skin on my face is dry tight & flaky?

OK SO THE SKIN around my cheeks is literally flaky & dry :( it looks so sick & i wanted to kno whats the best lotion or whatever to cure this quickly!!! Also it feels very tight n uncomfortable when i wear make up :(
