Why some universities waive formal qualification requirement for students to gain entry?

For example, Birkbeck College makes an assessment of your skills and knowledge, and then decides whether these are sufficient to enable you to succeed in your chosen degree programme. While others require A-levels passed, etc. I do not have any formal degree, but would like to study in order to obtain a Bachelor's degree. That is why I am asking.
