prisoners in Gitmo get? Treatment can not be dropped if they reach a yearly or lifetime max. cap. No check for pre-existing conditions. Doesn't matter where they lived or worked before. They get it if they can afford it or not. And it doesn't kill Grandma.

Is it because Health Care is a basic responsibility which must be met?
