why my yahoo mail doent have chat feature?

i used to chat from my yahoo mail box, but after formatting my computer, now i don see chat feature in my yahoo mail, i want to hav it. help plz. i also hav prob , that, my mail from any folders(inbox/sent/draft etc, dont open on double click. it says... error on the page. when i right click on folder and select open, it does open, why this change now?
 
Click onto your Yahoo home page. Left side. See list. Click onto "yahoo sites'. Click onto chat. Follow instructions. Done.
