make more products? I don't understand why we have to pay to recycle. If raw materials can be reused then why should we pay for that? Why can't businesses pay us for that instead (or simply not pay at all and let businesses acquire the materials from recycling centers themselves or pay and be reimbursed when they acquire them) since it saves them the trouble of having to find new sources of raw materials to build their products.
