Why must all electronics be shut off when taking off or landing a plane?

It seems to me that if it were actually dangerous they wouldn't allow it at all. And why don't watches have to be turned off? I think it may have more to do with compliance and attention in case of an emergency but wonder if anyone actually KNOWS.
BTW, I also agree with Dan B that part of the reason must be for full attention of all fliers should an emergency arise since we all know take off and landing are the most dangerous parts of a flight. Thank you!
Thank you, DeepBlue and Techwing, for actually answering my question. Alot of people thought I had an issue with turning these items off at this time but I absolutely do not! Peace and quiet in the air is greatly appreciated; I just wanted to UNDERSTAND why. I think you both should get best answer!!!
 
We use an Instrument Landing System most of the time to land the aircraft... and it would suck if interference threw us off course and we crashed, killing all 300+ people on-board because some jerk off wanted to talk on his cell phone.
