Why isn't Iraq paying its own bills, instead of burdening US taxpayers?

Granted, some of the infrastructure building in Iraq wouldn't be necessary if we hadn't bombed the living s**t out of them. Still, if it's true that they are accumulating billions of dollars while we drown in debt .......
