Why isn't 9/11 mentioned on the FBI's most wanted page for Osama Bin Laden?

I heard about this and had to see for myself and its true. Does this mean the government isn't really sure WHO caused 9/11 and Bin Laden is just a best guess?
 
Osama bin laden is dead, they just have him up for liablility reasons. They know hes dead thats why they are not looking for him. Do you see us actually looking for him? its all a cover up. I know my aunt works for them and FBI is a bunch of liars and thats why it doesn't list them. Maybe because the FBI didn't do anything to stop it and they feel partly responsible?
