Why is Windows incorrectly measuring battery life?

I am running Windows 7. The battery meter displays that my battery is at 100%. I unplugged the laptop from the charger and within minutes, the Windows 7 battery meter displays something more like 54%. However, my battery has the external lights which you can check, and if I check those, all five of them light up. Upon plugging my laptop back in, it will eventually jump back up to 100%.
And also: I've noticed that Windows now seems to be having a hard time determining a time remaining when I unplug the laptop; it has a tendency to only show the percentage remaining.
