Why is there such a difference in the amount of sex offenders?

I used to live in a small town in the Midwest with the population of 15,000 people. It had between 100-150 sex offenders.

I moved to a city on the west coast, and if you combined the city I lived in and the city right next to it, it had a population of 500,000 people and there were 74 sex offenders.

Why is there such a difference in the amount of sex offenders?

Definition of "registered sex offender", probably.

Remember, until "Lawrence v. Texas", it was a crime to have gay sex in many states, so many States - especially in the bible belt - have large numbers of sex offenders - who were merely gay.
