Why is there so much chatting in Y!A?

People get violations for "chat" when they start a conversation instead of following the Question/Answer format that we are required to follow. I realize that not everyone allows e-mails, but it seems that nobody checks before they add additional details to their Q or A that break the "chat rule".

Why is this, do you think?
 
Sometimes they really don't take questions and answers seriously. Y!A is for help. They just post the most unnecessary questions and answers. I have been through this before and learned my lesson.

Anyways I think they do this because they are bored and they think Y!A is just a way to chat with others.
