why is there a law that says you have a right to a phonecall when detained or in jail?

i aint against this or something. just sincerely curious why you are allowed to call someone when you're a suspect for a crime. like, what could you possibly want to call someone for? ur relatives are informed anyway and so is your laywer, as far as i know. so why the right?
