Why is there a fixed penalty fine for car owners running their car engines

whilst stationary? Why is there a Fixed Penalty fine for car owners in respect of CARBON MONOXIDE EMISSIONS FOR running their car engines whilst stationary , yet J.C.B.s and LARGE VEHICLES on Building Sites can run their engines for hours on end whilst stationary?
 
Easy revenue! I got a £30 fixed penalty for stoping in a loading bay outside the local news agents whilst getting some change for the parking machine at the hospital where it is £2.70 to park whilst I had a 10 min appointment. I was in and out of the shop in less than a minute and never caused an obstruction to any other road user or member of the public. The plastic policeman obviously had not got the ability to think for himself.
 
This has been an offence in the UK for years. The fixed penalty method of dealing with it is relatively new.
Reasons are simply noise and pollution reduction.
If you are on private property, like your drive for instance then you can run it as much as you like.
JCB s and other similar diggers and the like have to run their engines even whilst stationary as the engine also powers a hydraulic pump which works the digging parts. This is common to most things used on a building site.

Is there? Which country. In Britain you can be fined for leaving the engine running whilst the vehicle is unattended.
