There has been a downward trend in voter turnout in presidential elections for several decades with only a few blips upward followed by continuing declines. Most notable there was an increase in turnout in 2000, 2004 and 2008 but again this was modest. Please discuss the reasons for this decline. Do NOT discuss logistics or material hindrances to voting such as too few voting places, inconvenient days of election, inconvenient hours to vote, long lines, lack of bilingual ballots, the two stage process of voting, lack of transportation, etc.
