Why is the volume so low when I listen to Pandora on my Samsung Instinct?

When I listen through my headphones to Pandora, the volume is so low and I can't adjust it any higher. If I listen to anythign else its fine. I googled this issue and only found blogs of other people asking the same question specifically about Pandora as well.
