Why is the MPAA so strict on sex yet so easy on violence?

I noticed all the time you have movies with tons of violence in them like Rambo 4, or Hostel or any Quentin Tarantino movie, and they all get R ratings, yet most films that show sex in a beautiful way get rated NC-17 I mean the job of the MPAA is supposed to be to protect kids. I would be more worried about a kid acting like John Rambo than a kid having sex. Also I noticed the MPAA is even more strict on homosexuality in movies. So why is it fine for kids to watch an un-natrual violent act like murder and war?,but it's wrong for them to see a movie with sex in it?
And when I say ok for them I mean for kids to see an R rated movie they just need someone 17 or older to buy the tickets, but they can NOT see an NC-17 movie at all.
