I saw pictures of this, and I get the joke, but I don't get the 700.13.79 Does that number mean something?

It's 115 because there was a long period of time before anyone's discovered the REAL 115th element. My chemistry textbook is also kind of outdated in that the elements are only up to Ununquadium (114th). But today, there is already 118 elements and I'm not sure if there's more.
