Why is the KMD K-007 Tron Bike MC-06 not street legal.?

I have seen on web pages people asking and giving reason but nobody has anwsered. If plates, headlights, and turning signals are attached why can this not be a street legal vehicle. If you dont know what this is look up KMD K-007 Tron Bike MC-06 or k-077 tron bike.
