why is the garden mix so fluffy...please help?

So I thought I would attempt a small garden this year. We picked a space around a tree. The ground is really hard, so I figured we would use a raised bed of sorts. I bought two bags of miracle grow and thought I could plant right in the stuff. But, it is so darn fluffy that the flowers don't even stand up well. What can I do?

It's probably the peat moss in it,it will pack down after a while and you can pack it down somewhat by pressing it down with your hands, but peat moss is what makes it hold in moisture so well.

you are going to kill the tree planting a raised bed around it if you covering the base of the tree
