Why is the foreskin of the penis more sensitive than the clitoris hood?

I've read two different points that claim to be fact on this. Some say that the head of the penis (penis glands) are more sensitive than the foreskin. And others say the foreskin is more sensitive than the head. On a woman, the Clitoris is more sensitive than the hood. The hood is like the penis foreskin which protects the glands. I don't understand why the glands (clitoris) is more sensitive on the girl, but the glands (penis head) is not the most sensitive in the guy, and instead, it's the foreskin thats more sensitive.
