Why is that some quotations are sometimes incomplete and filled in by the author?

It doesn't make sense to me why some quotations would exist at all, if it weren't for the author filling it in for the quotation. For example, it will say, "(John) went to the park" or "The problem with (the Caste system) is that...".

I hope that my question makes sense.
