why is pre-meditated murder worse than non-premeditated one?

if that person did it then he did it.he already did something he can't say it wasn't his intention. for example shooting or stabbing. he can't say he meant just to hurt.
that's ridiculous. you don't accidentally kill someone. you know the chances. you ought to get the same sort of sentence, this is really stupid. the ruling ensues that anyone can claim it was at the heat of the moment.
