Why is my weight lifting progress so poor?

I'm lifting weights with my shoulders, triceps, and biceps and I can get at least fifteen reps for each muscle so I know I'm not overworking them. I used to be able to get up to 35 or more reps on my biceps when I lifted more regularly, and now I'm at 20(to give you an idea). I slowed down to about once a week for a month or two, and now I'm starting to go back to almost every other day again.

My progress is horrible compared to back when I first started lifting every other day. I used to gain at least five reps on every muscle by the next time I lifted. Now I'm lucky to gain any reps at all, and usually just see one or two less reps than before. Only occasionally will I lift and see a five rep increase on any of my muscles.

Am I not getting enough sleep, or protein? Do I just not have enough energy during the day, or anything else?
