why is my veil tail gold fish always at the bottom of her bowl?

i just got a veil tail goldfish and it is always at the bottom of her bowl why is that
 
Because she's in a bowl. She probably either can't breathe or is being poisoned by her ammonia. If you love her, go out as SOON as possible (tomorrow) and buy a 10 gallon tank with filter and air pump. In the mean time, empty all the water out and put new dechlorinated water in.
