Why is my tank cloudy and my fish acting strange?

About two weeks ago I left from friday to monday on a vacation. I had someone come over and take care of my fish while I was gone. I had cleaned the betta tanks but left my large tanks because I hadn't had much time and didn't want to start cleaning them and not be able to finish. When i returned that monday my two of my carp had a disease but my new fantail had not got it yet. They had red on their fins and i read it could be from poor water. I change 1/2 the water every 1-2 weeks. Especially for the goldfish. My tropical tank was perfectly fine. I got some medication and changed 1/2 the water in the goldfish tank for a week. When all the red was gonee i cleaned the tankcompletelyy. The filter is now on and i have completely scrubbed the tank down since, but my water is getting cloudy and my fish arestrangelyy surfacing for air and floating at the top like they do when i feed them. I wondered if they were still hungry but noticed there was still uneaten food. Does anyone know what could cause the strange behavior? Could the cloudiness be a sign of something? I do not know how to tell the sex of the fish but i don't believe its the time around which they mate. Usually when it's cloudy i know its from the bathroom usage but could this be something. Ijust cleaned the tank on wednesday.
