Why is my new v3 motorola cell phone been charging for 36 hours and only have 2 bars?

I started charging the battery yesterday at 1pm and it is still charging now. Why does it only have 2 bars? I didn't turn on the phone, I just started charging it and it won't complete charge. Help!
