Why is my Jack dempsey fish breathing rapidly?

I have a juvenile JD and he was fine for a while but the last 4 days he has been staying in one spot on the bottom of the tank and breathing rapidly.His mouth keeps opening and closing constantly.He is not eating either.I have tried everything.I did a 50% water change and conditioned the water with Stress coat +. I don't have a test kit but I do have the test strips.The test strips I have test for everything except ammonia.I do have an ammonia alert wheel I bought and it stays in the yellow which indicates the ammonia level is safe.The readings on the test strips are Nitrate-0,Nitrate-0,hardness-hard,Chlorine-0,alkalinity-180ppm,PH-8.0.I wish I knew why my fish is acting this way.I think i have done all I can but he is still breathing heavy and continues to open and shut his mouth.He doesn't have any color changes or spots or anything to indicate that he might have a disease.He looks normal.He is in a 40 gallon tank with two penguin 200 filters(Rated for up to 60 gallons each).The water is clear and the water parameters seem fine.Has anyone ever experienced this with their fish before and if so, what did you do to remedy it? Any and all advice and help welcome.Thanks
 
do you have a bubbler/air pump in there? he could be gasping for air. if they dont get enough oxygen they try to breathe faster to compensate. my jack does that when hes stressed out. he gets really panicky sometimes but this will stop. just leave the tank alone and he'll calm down.
