Why is My Honda Civic heating up/nearly overheating?

I have a 97 honda civic. The thermostat was replaced two years ago and a a few years later the radiatior was replaced. Lately my car has been heating up more than 2/3rds up the thermostat to nearly the red section. I have checked the fluid levels and they are fine.

It doesn't start heating until I've been on the highway for a while (15 mins) or go up steep hills. When I get off the freeway and slow down it doesn't cool, in fact it almost gets worse.

Any idea as to what the problem can be?
 
There are several reasons it may be getting warm. Things to check would be you radiator cap, if it's not holding pressure it would cause this problem, your catalytic converter may be getting clogged up and causing this. Check your fan and make sure it is working, if it is an electric fan it will not turn on until your motor hits a certain temperature. Your thermostat may be bad too. Check your hoses too, they may be collapsing under the pressure and need to be replaced.
