why is my cellphone doing this?

Out of nowhere my phone stopped letting me send pictures and everytime i try it says "sending failed network settings unavailable". Same for trying to go on the internet on my phone. except it says "no homepage URL" i have AT&T and i have a Samsung Propel.
how do i fix it??
