Why is my car idle so high?

Bought the car a year ago, at first the idle was fine, around 750 rpm. Come the colder months, the idle started out at 2000 rpm and I figured it was just to warm the car, but now that it is summer again, I wonder why the idle still starts out at 2000 rpm before operational temperatures bring it back down to a really low 250-500 rpm. Could you tell me what is wrong? It is a 1994 Acura Integra in good shape for the age.
