why is my 2009 ford E-250s starter hanging up?

when you start it up cold i the starter does not disengage the fly wheel so it grinds. before i did not know what was really happening that grinding went on for like an hour idling in my driveway and even when driving down the road, but it goes a way if you floor it , i guess the engine rpm causes the starter to fly off the flywheel . ANY IDEA OF THE PRICE TO POSSIBLY REPLACE THE STARTER AND FLY WHEEL? 2009 FORD E250 4.6L V8
