Why is my 1990 Chevy G20 conversion van surging at speed?

I recently purchased a 1990 G20 chevy conversion van. Its equipped with the 5.7l 350 v8. I have done oil/ filter, Tran filter/ fluid/ gasket, fuel filter, new spark plugs, wires, rotor, and cap, all new vacuum lines, and serp belt. All things a van with 200.000+ thousand mile engine should have done. lol. but sense i purchased the and even after doing all this work, it surges when i get to speed. I tested the egr and its fine. thats the only thing that i can think of?! i can not find any vacuum leaks or leaks of any sort at that. she runs strong but with that surging i am only getting 7 miles to the gallon! i have had one other van like this before with the same engine and more miles and got 12mpg! So can anyone give me any ideas?! anthing will help! thanks!
I actualy did clean the throttle body and replace both injectors and the exaust was replace the week befor i purchesed the van. (sorry completly forgot)
