Why is it that Adobe Flash Player won't run?

I had to reboot my computer and I wanted to add adobe Flash player. Well for some reason it wont download but whenever I go to
Start-Control panel-add or remove programs. It says its there but whenever I go to a site that need adobe flash player it still won't work? What is goin on?

I have Internet Explorer.
