Why is it taking 10 years to get to the moon?

If in the 60s we were able to go to the moon in less then 8 years but 4 decades later it takes 10 years for us to go the moon something doesn't make sense. Im also pretty sure technology innovations would compensate for any budget cuts that NASA has made towards the space program. As well as all research and calculations for the voyage to the moon and survival on the moon has been done decades ago, why is it taking so long?
