why is it soo hard for me to ride a bike?

its a cheap bike but im really not riding far maybe 2 or 3 miles there and the same back. my bike does fine downhill but as soon as i start pedaling my legs hurt and i have to stop.
im not really out of shape but i am new to bike riding.
is it just me or is it the bike??
