why is it impossible to chat with someone on Facebook?

when all of my friends are online, and i click on their name to chat with them, it says that they go offline. well they obviously didnt because it happens with everyone and then 1 second later it says they are back online.

wtf? am i being blocked from chatting with peoples?>wtf!>?
