Why is it illegal to take video or photos on a bridge?

I'm just curious as anything about this one, so I thought someone out there might have an answer.

A few days ago I was in New York, when I came to (I believe it was) the Whitestone Bridge. There was a large sign as I was about to get onto the bridge, which said NO PHOTOS or VIDEOS are allowed to be taken of or while on the bridge. It even said it is illegal to do so.

My question is, first, why would this rule... be a rule? I thought perhaps the flash of a camera may distract another driver, perhaps, but video or non-flash photos, I wonder what the big deal is? Anyone have any thoughts or has anyone heard of why this is a rule? I just thought it was weird, but there has to be *some* reason, anyone?

Since Sept 11th bridges, tunnels and other potential terrorist targets are under tighter security including keeping people from photographing the bridges or tunnels. The pictures or videos could be used to help plan an attack.
